Yes, since 2017. We work under official contracts with compliance support and no hidden charges. We do not publish client names and do not mention them in conversation.

What deposit does an organisation pay?

None. We take no deposit in any car category, and the rate is not higher because of it. There is no money to freeze in the estimate.

Is war risk insurance included?

It is in nobody's standard comprehensive cover on this market. We arrange it as a separate policy on request, up to the cover limit your organisation names. Fully comprehensive insurance at 0 % excess and compulsory third-party cover are already in the rate.

What happens if the car goes in for servicing or repair?

You get a replacement car — that is a direct condition of the rate, not a favour. Scheduled servicing, running repairs, replacement of worn parts and seasonal tyre changes are ours as well. Roadside assistance works 24/7.

Can the rental car be taken abroad?

Yes, but it is a separate option by prior agreement. Widening the territory inside Ukraine is agreed separately too: by default the contract excludes Donetsk and Luhansk regions, the combat zone, the exclusion zone and the strip within 30 km of the front line.

Car rental for international and diplomatic missions in Ukraine

The mission gets a car with fully comprehensive insurance at 0 % excess, a contract with a legal entity and a rate fixed in euro for the whole term. We take no deposit. A replacement car during servicing is written into the rate itself, and the manager speaks English and answers round the clock. We have worked with diplomatic offices and international missions since 2017.

First, who we are

LeoCar has been on the market since 2017. The fleet and the workshop are in Lviv, and we deliver cars anywhere in Ukraine. The cars sit on the company’s balance sheet — that is, you are hiring from the party that owns them. We are not an aggregator and not a middleman reselling somebody else’s fleet, and that shows up as early as the counterparty check. The place and time of delivery we agree in advance.

At the date this offer is prepared, 25 cars are available for delivery — from saloons to nine-seat minivans. The Google rating is 4.9 on the company profile. You can see what is actually free in the catalogue.

We do not name clients — not here, and not in a conversation with another client. That is not coyness: your own organisation does not want to find itself in somebody else’s presentation either.

What the organisation gets for one rate

The rate is not just the keys. It already covers the things that usually need their own budget lines and their own procurement.

Fully comprehensive insurance and compulsory third-party cover for the whole term. Excess of 0 %, with no exceptions by car class.
Civil liability of up to 250,000 UAH per person.
Scheduled servicing, running repairs, replacement of parts worn out in normal use and seasonal tyre changes are on us.
A replacement car while yours is being serviced or repaired. That is a direct condition of the rate, not a gesture of goodwill.
Roadside assistance 24/7.
A personal manager for the whole contract, GPS monitoring and mileage reporting.
Swapping a car for an equivalent one in the same category — the rate does not change.

We take no deposit — in any category. And the rate is not higher because of it: this is not a deposit sewn into the price. So there is no money to freeze in the estimate and then claim back by certificate.

In short: insurance, servicing, a replacement car and support are already inside the rate. Separately you pay only for what the journey itself consumes — more on that below. How each of these works in practice is set out in the terms of service.

The documents your procurement needs

A procurement procedure likes paper. We are ready for that and do not ask anyone to take our word for it.

We work under official contracts and provide compliance support. We add no hidden charges: what you saw in the offer is what will be in the invoice. The contract, the invoices and the certificates are issued to the legal entity. Payment we accept in advance or in arrears — whichever suits your accounts department.

Copies of the insurance policies and the vehicle registration documents we provide for the procurement procedure. A tender committee looks at a document, not at a promise, and it is right to. If your procedure has its own contract template, send it with the enquiry — we will read it before the pricing.

About VAT

The contract goes without VAT and the price is final. If you need a document with VAT, say so at the start and we will recalculate the rate.

A framework agreement instead of one-off bookings

A one-off booking means a new price and a new queue every time. A framework agreement removes both.

In it we fix the tariffs, give priority booking and work on payment in arrears against certificates. The rate is written in euro for the whole term of the contract, so the hryvnia exchange rate does not touch it. You put the figure into the annual budget once and never come back to it.

Priority booking means we hold a car of your category for you, rather than giving it to whoever rang first. And if a particular car goes in for servicing or repair, we swap it for an equivalent one of the same category — the rate stays as it was.

When a separate regime is needed

Sometimes a mission needs a heightened confidentiality regime for records, monitoring and paperwork. That we agree separately — mention it in the first conversation, so the condition goes into the contract at the start instead of being rewritten later.

Volume discount

From 3 cars, minus 5 %. From 6, minus 8 %. From 10, minus 10 %. We count from the tariffs in the table, so there is no separate formula to hunt down.

A driver, transfers and 15 minutes to departure

Guaranteed readiness to set off is 15 minutes. That is a condition, not a “where possible”. It refers to the departure itself — after that the time depends on the distance and the route.

Personal driver

Punctuality, business dress, confidentiality of what is said in the car. Three things this service is taken for.

Individual transfers

We drive from anywhere in Ukraine to European capitals and international airports. The route, the timing and the pick-up point we agree for the particular trip.

Getting hold of us

The personal manager speaks English and is available round the clock. 24/7 here means nights and weekends too, not “during Kyiv office hours”.

Where the limits are: territory, mileage and war risks

Better to say the limits now than to let you read them for the first time at signing.

Mileage

The rate includes 7,500 km a month. If you need it unlimited, we add 10 % to the tariff. Excess mileage is counted like this: 20 € per 100 km for saloons, estates and crossovers, 30 € per 100 km for the other categories.

Territory

By default the contract excludes Donetsk and Luhansk regions, the combat zone, the exclusion zone and the strip within 30 km of the front line. The territory can be widened, but only by separate agreement. Taking the car abroad is a separate option too, again by prior agreement; how that works we have described here.

War risks

Nobody on this market includes them in standard comprehensive cover — not us, not our neighbours in the trade. We arrange a separate policy on request, up to the cover limit you name.

What you pay for separately

Fuel, car washes and traffic fines. If you need it, we will issue fuel cards with a monthly report — then fuel closes with one document a month as well.
