What documents do you need to rent a car in Ukraine?

A private person needs a passport or ID card and a driving licence of the appropriate category. The contract is prepared by the lessor, and the registration document and the insurance policy you receive together with the car.

Do you need a power of attorney for a rental car?

No. There is no power of attorney in the list of documents a driver is obliged to carry (clause 2.1 of the Road Traffic Rules) — the words for "power of attorney" and "authorisation" do not appear in the text of the Rules at all. The right to drive the car is confirmed by the hire contract and the handover certificate. There is one exception: an employee of a company needs an order or a power of attorney.

Are separate documents needed for a second driver?

No. We add a second driver free of charge and without additional documents — a driving licence and the required driving experience are enough.

What documents does a company need to rent a car?

A copy of the extract from the EDRPOU state register, the company's tax number, an order or a power of attorney for the responsible person, that person's passport and driving licence, and the signed hire contract.

What documents you need to rent a car

Q: Does a car hire contract have to be certified by a notary?

For car hire — no. The requirement of notarial certification in Article 799(2) of the Civil Code applies to a contract for the lease of a vehicle. Hire is a separate type of contract (Articles 787–791 of the Civil Code): a contract of adhesion with standard terms, which needs no notarial certification.

Q: Can you rent a car on a foreign driving licence?

Yes. A national licence from a country party to the Convention on Road Traffic is recognised in Ukraine. An international driving permit (IDP) does not replace the national one, but it comes in useful as an official translation — especially if your licence is in a non-Latin script.

A private person needs a passport (or an ID card) and a driving licence to rent a car. That is all. Neither a notary, nor a power of attorney, nor a foreign-travel passport is needed for an ordinary car hire in Ukraine — and below we show where that is visible from, with links to the rules.

What to bring

To take a car from LeoCar as a private person you need two things:

a Ukrainian passport or ID card (a foreign national — their own passport);
a driving licence of the appropriate category.

A second driver needs no additional documents at all: a driving licence and the required driving experience are enough. There is no surcharge either.

What the rules require

It is easy to mix up two different lists here. One is the documents for concluding the contract. The other is what a driver is obliged to carry behind the wheel. The second list is exhaustive and is set out in clause 2.1 of the Road Traffic Rules (Resolution of the Cabinet of Ministers of Ukraine No. 1306 of 10.10.2001).

The driver of a motor vehicle must carry:

“а) a driving licence entitling the holder to drive a vehicle of the relevant category”;
“б) the registration document for the vehicle”;
“ґ) a valid insurance policy (contract) of compulsory civil liability insurance of owners of land vehicles (in electronic or paper form) … or a Green Card insurance certificate”.

You can check it here: Road Traffic Rules, clause 2.1. Sub-clause “ґ” is in force in the wording of Resolution of the Cabinet of Ministers No. 19 of 10.01.2025 and expressly puts an electronic policy on a par with a paper one.

Two of the three documents you receive together with the car — the registration document and the policy. Your part is the driving licence.

Power of attorney

Not needed. And this can be checked in a minute.

In the current text of the Road Traffic Rules the words for “power of attorney” and “authorisation” do not appear even once — neither in the list of the driver’s documents nor anywhere else. We ran a search through the full text of the resolution (Resolution of the Cabinet of Ministers No. 1306, about 270 thousand characters) — zero matches.

To put it precisely, without stretching it: there is no power of attorney in the list of documents a driver is obliged to carry. The right to drive a particular car is confirmed by the hire contract and the handover certificate — and they stay with you for the whole term.

There is one exception — companies. If the car is collected by an employee, an order or a power of attorney in that person’s name is needed: the party to the contract is the company, not the employee.

Hire, lease and notary

“Does a car hire contract have to be certified by a notary” — people ask this constantly, and the confusion is not accidental. Two different constructions live in the Civil Code, and the requirements as to form differ between them.

Lease of a vehicle

Article 799(2) of the Civil Code of Ukraine: “A contract for the lease of a vehicle involving a natural person is subject to notarial certification”. This is exactly the provision people cite when they scare you with a notary.

Hire

But hire is a separate type of contract, with a different set of rules. Article 787(1) of the Civil Code: “Under a hire contract the lessor, who carries on a business of transferring things for use, transfers or undertakes to transfer a movable thing to the lessee into possession and use for a charge for a definite term”. The second paragraph adds: “A hire contract is a contract of adhesion. The lessor may establish standard terms of the hire contract”.

Car rental works exactly like that: the company publishes its standard terms, and the client adheres to them by signing the contract. Our terms are open on the terms of service page — you can read them before coming to the office.

The paragraph on hire (Articles 787–791) contains no requirement of notarial certification at all.

Documents for companies

When a car is hired by a company, the list is longer — the party to the contract is a legal entity:

a copy of the extract from the EDRPOU state register;
the company’s tax number;
an order or a power of attorney for the person collecting the car;
that person’s passport and driving licence;
the signed hire contract.

For foreign nationals

A foreign national needs their passport and a driving licence. A national licence from a country party to the Convention on Road Traffic is recognised in Ukraine. An international driving permit (IDP) does not replace the national one, but it comes in useful as an official translation.

If your licence is in a non-Latin script — take an IDP. That removes unnecessary questions both on the road and at the border.

Payment by a foreign bank card, an English-language contract and support in English are ordinary practice for us; there is no need to ask for them separately.
