Can you take a rental car abroad from Ukraine?

Yes, if the trip is agreed with the lessor in advance. You need a Green Card — it is arranged by the lessor — and also the hire contract and the handover certificate, which confirm your right to drive the car.

How much does it cost to take a rental car abroad?

What is the Green Card and who arranges it?

It is an international civil liability insurance certificate valid in 50 countries of Europe, North Africa and the Middle East; Ukraine has been in the system since 1997. For a rental car the card is arranged by the lessor: under Article 802(1) of the Civil Code the vehicle is insured by the lessor.

What documents are needed at the border for a rental car?

Do you need a power of attorney to take a rental car abroad?

The Road Traffic Rules do not require a power of attorney — it is not in the list of the driver's documents. The basis for driving is the hire contract and the handover certificate, which you receive together with the car.

Which countries can you drive to on a Green Card?

The countries belonging to the international system: neighbouring Poland, Slovakia, Hungary and Romania, as well as the Czech Republic, Germany, Austria, the Baltic states and others. The current list is kept by the MTIBU — check it before every trip.

Can you take a rental car abroad

The answer

Taking a rental car outside Ukraine is possible, but it is not a matter of getting in and driving off. Three things are needed:

agreement before the hire begins — insurance cover for the trip is arranged in advance, not on the day of departure;
a Green Card — the international insurance certificate; it is arranged by the lessor;
the hire contract and the handover certificate — they confirm that you are driving the car on a lawful basis.

What the Green Card is

It is not a Ukrainian formality. The Green Card is an international insurance system: it was founded in 1949 on Recommendation No. 5 of the Working Party on Road Transport of the United Nations Economic Commission for Europe, and it has been running since 1 January 1953, when eight countries introduced the certificate (MTIBU). It was invented for exactly one reason — so that a driver would not have to take out a new policy at every border.

According to the Motor (Transport) Insurance Bureau of Ukraine, the system consists of 46 bureaux representing about 1500 insurers in 50 countries of Europe, North Africa and the Middle East. Ukraine has been a member of the system since 1997.

The Bureau states the purpose of the certificate plainly: it has a single form in all countries, and holding it is a mandatory condition for drivers planning to travel abroad in their own car to countries belonging to the system (MTIBU, “Green Card international motor insurance”).

Why this matters to you. If you are at fault in an accident abroad, compensation to the injured party is calculated under the law of the country where it happened, not under Ukrainian law. Without a Green Card you pay that sum personally.

Who arranges the card

The lessor. And here too it is the law that decides, not the level of service.

Article 802(1) of the Civil Code of Ukraine: “Insurance of the vehicle is carried out by the lessor”. Since the Green Card is civil liability insurance of the owner of that particular vehicle, only the party the car belongs to can arrange it.

So it is worth mentioning the trip abroad when booking, not the day before you leave. Once the car has been handed over on a policy without international cover, adding the card retrospectively is considerably harder.

Documents for the road

What a driver is obliged to carry is set out in clause 2.1 of the Road Traffic Rules. For a trip abroad it reads as follows:

a driving licence of the appropriate category — clause 2.1 “а”;
the registration document for the car — clause 2.1 “б”, issued by the lessor together with the car;
insurance cover — clause 2.1 “ґ” names the alternative to a Ukrainian policy expressly: “… or a Green Card insurance certificate (in electronic or paper form) issued by a foreign insurer in accordance with the rules of the Green Card international motor insurance system”;
the hire contract and the handover certificate — the Road Traffic Rules do not require them, but it is exactly these that explain to a border guard and to another country’s police why you are behind the wheel of a car registered to a company.

Plus your own documents: a foreign-travel passport and, where required, a visa.

Where you can go

The Green Card covers the countries belonging to the system. For a typical route out of Lviv that is the whole of neighbouring Europe: Poland, Slovakia, Hungary, Romania, and further on the Czech Republic, Germany, Austria and the Baltic states.

The current list is kept by the MTIBU — member countries of the Green Card system. Look at it before a trip: the membership changes.

What it costs

This is a separate service with a fixed price, not a mark-up on the tariff:

Let us count: five days in Poland is 150 € for the crossing plus 5 × 15 €, together 225 € on top of the hire itself. Put that sum into the budget straight away, along with the rest of the rental cost.

Mileage on such a trip almost always goes beyond the limit of 250 km a day, so budget for unlimited mileage as well: 15 €/day for a term of 3–7 days, free of charge from 8 days.

What to do in advance

Four small things that remove most problems at the border:

Name the countries and the dates while booking. Both the insurance and the choice of the particular car depend on it.
Check the validity period of the Green Card. It has to cover the whole trip, not just the date of departure.
Keep the contract and the certificate in the car, not in your suitcase. They are asked for at the border itself.
Check the terms on mileage and on the return. Returning the car in another city costs 85 € per 100 km.
